Default PPP 21years old my02

Tried ringing tesco today to see what the damage would be for PPP on my02 wrx. They said they couldn't do it untill im 23. :/
What's the deal with this? Could I go for an ECUTEK? I've heard these were "undetectable" ?

im 23 and plan on getting a 2001/2002 impreza turbo in the next few months. I have had insurance quotes online ranging from £1200 to £1800.
The first mods i plan to do will be, alloys, exhaust system and hi line spoiler. Im not even going to attempt 'ppp' or ecutek until at least a year down the line, i currently have 5 years no claims and a clean license and the insurance is going to be sky high for just a standard subaru.

I have had the same problem with Tesco's, after being unable to drive for 6months with a bad back i sold my old car in October and have since been saving up for a nice car, i had been getting reasonable quotes from tesco's and found them to be the cheapest by quite a bit (RB5 WR Sport FC £1,700 22 years old), anyway i'd decided on a ITR or the above and have been looking for one this year but when i rang up tesco's yesterday the ba**ards won't insure me either as they have a new policy that you have to be 23. When i asked the reason why they said it's because to many 17 & 18 year olds were getting quotes on performance cars... wtf! why not make it 21 then? so the cheapest quote i can get on the standard RB5 is now £3,250 FC with elephant! **** that. Now it means that i can't get insured on an RB5 WR and just when #378 is for sale too...

just out of curiosity, how many years no-claims you got ?
Im looking at getting an Impreza soon, but if tesco are charging you £1200 for an STI, i will opt for one of those instead of a standard wrx.
When i take out the insurance i will be 24 with 5 years no-claims
