Disabled driver insurance

I have a friend who is disabled and is having a Vito van fitted with hand controls, hoist etc but she's having real trouble getting a sensible insurance quote.
All the mods mean that the van is worth IRO £40k
and as she's only 18, the insurance quotes are coming in at 4 to 5 k !!! Has anyone had similar experiences, and if so, are there specialist companies who quote sensible numbers ??
Any advice welcome !!

Frontrunners in this field are chartwell in conjuction with ddmc (disabled drivers motorists club) via ddmc.org.uk or 0800 6524652 but the website also has links to a dozen other brokers of whom i believe fish are particular specialists in this type of insurance
