I'm getting a new sport in 6 weeks can anyone tell me if the 99 spec sport has the wiring etc in place for the auto changer in the boot including the "command cable "?

My 99my Turbo didn't, so I don't expect that your Sport will do. It's a pretty simple job to unclip the trim to install the cable though.
