Thinkning about getting a monitor from the states and attaching a uk dvd player(powwerd from an invertor of the 12v lighter) with a NTSC output. The sound will be from an American FM Modulator between 88.3-88.7 which think out UK radios pick up. Will this plan work or have overlooked something with my limeted knowledge of this stuff.

AS long as your dvd player has true NTSC , then you should be ok. Why don't you buy a complete uK spec system and save yourself the possibe problems of incompatability?

Be very cautious mate. I bought a car alarm off our old friend EBay, this was a Hong Kong jobbie and did not meet a good quality standard when it arrived,OK it did act as a car alarm but the features(paging device ETC) did not meet the description given.
