Default Version 5 obd2 compatible?

Does anyone know if my version 5 is obd2 compatible?im trying to use a torque type app with my i phone to read fault codes.to use the app required me to buy an elm 327 wifi interface which I did.i have a socket under the dash which it fits into but i just can't seem to get it to work.i have read that obd2 wasn't made compulsory on cars until 2001 in the uk,and even though I have the plug for it my car my not be compatible as it was registered in late '98.can anyone shed some light on this for me or does anyone know of an app or reader that will work with my car? Thanks in advance

Torque app defo wont work. Psi3 data monitor is handiest tool for 99/00 cars. Or just connect diagnostic plugs under steering column to read fault codes
