Default update on boost prob

ok,so just putting on an update on my no boost issue with my bug wrx,i wont repeat it all again as ive posted before and have done all the ovious checks.but just to refresh,car runs and idles perfect,when you give it the beans the boost gauge slowly rises up to nearly 10 psi but dosent hold boost and the needle in the gauge flickers like crazy. was told by last mapper at the car that tgv sensor at rear by the turbo was reading nothing, now ive had guy i know in subaru plug into it and sure enough the tgv's on the right of engine are just reading 0.00v,doing nothing,he rekons the motor is faulty, could this be causing all my probs with boost?? havent taken motor off yet as ive heard its on a gear and tricky to fit back. what you guys think??

TGV's will cause running problems on and off boost as they block around 75% of the intake when they are closed

thanks for that, ya from your pic it looks like if mine were stuck closed it would block alot of airflow, any idea of quick way of checking,im trying to avoid taking off manifold, i was thinking of taking off the front motor but not sure what il see by doing that as ive never taken off a motor before.
