Default info needed!!

Ive asked a little before and ive seen lots of posts on this....

I have high idle currently at 1500 rpm constant....
Im changing the thermostat tomorrow as my engine is always cold when driving so maybe causing choke to stay on. The thing is even when i eventually get my gauge going up being sat still for like 10 15 mins my idle stays high. If the thermosat was the problem wouldnt the idle go down when it does register heat?????

Also im going to clean the iacv and throttle body with carb cleaner. Ive had a multimeter on the sensors for tps and iacv and as far as i know they read ok. Just wondering if the cleaning and thermostat dont sort out the idle whag could it be??
Ive already checked throttle cable and i cant seem to find air leaks anwhere. Where would any air leak be that affect idle? Would a leaky dump valve? (Just asking).

forgot to mention its a 95 wrx.. plus ive already had iacv off n it looked fairly clean, just a little bit of dirt and the valve moved freely. Also this is the iacv to the right of the throttle body and not on it. I did move the valve and tps a little to lower the revs and it worked but was very rough idle
