Yes, change the rear, leave the front alone, if going up by, say 2mm thickness at the rear. Or go up 4 at the rear, 2 at the front.
But DO be aware of NVH isues before going too stiff.
Have you already got solid droplinks and an ALK, both worthwhile on classics?
And once the suspension is done, go somewhere that KNOWS what they are about and get a full geometry setup done: best £150 you will spend.
Carnetix or Power Station are recommended, I've used both.

I had a rear 22mm bar on my last car, and later set this to hard and had a 22mm front bar on the front set to medium.
Have to say I noticed NO difference after fitting the front one - the ALK on the other hand was much nicer, especially under heavy braking makes the car squirm far less than standard (and that's on a newage).
Rear ARB on the other hand makes a mega difference, especially with a decent set of droplinks - make sure you change the bolts with em too if none are supplied otherwise they can shear off with the additional stress you create.
