Newage wagon rear bumper fixings?

Newage wagon rear bumper fixings?
I noticed that the rear bumper on my Blobeye wagon is loose at the bottom of the wheel arches.
Not flapping around, but it's not fixed to anything at the bottom of the wheelarch.
Should it be? If so, with what? I can see two holes on the inside of the bumper/wheel arch section, but there isn't anything behind these to take a fixing - are these holes for mounting mud flaps?
