Default overboosting solenoid problem!!!

my car is a turbo 2000 it has been running fine apart from a few boost pipes splitting causing over boost but i have now changed them for samcos but today my car decided to boost to 1.5 bar where as it normally goes to 0.9 and holds there so ive narowed it down to boost solenoid goosed as wen i clean it out its ok for a bit then it goes again!
anyway im wondering if i buy a electronic boost controller does this come with a replacement solenoid or will i still have to buy a new boost solenoid?

Assuming from your name that you have a standard MY99 car, if thats the case a blocked boost solenoid will mean you have less boost, not more. A completely blocked valve would be like running the turbo nipple out straight to the waste-gate actuator netting your about 0.5 bar - so you might want to have a look around for other issues. Is the restrictor pill in-line and not at an angle blocking flow through it? To get overboost you probably need a leak in the pipes not a blockage.
