I've always used Hammerite Smooth paint for calipers, and lettering never had any problems, been doing it since the 1980's. It will paint over all but really flaky rust, and stop it dead.
For lettering, another idea is to paint a block of wood with the letter colour desired, and press it lightly onto the letters. Repeat until the desired effect is achieved.
