Default MY94 : Boost is too high! HELP!

Hello. I have got a Problem with a MY94 Impreza Turbo.

The ECU is standard (7D), and i know the original pressure should be about 11 psi. Theres no Chip installed.

BUT: under WOT the pressure goes up and up till it reach the Fuel Cut at about 15/16 psi, in every gear.

I changed the ECU, no change.

I tested the Wastegate, its ok and not stable or fixed. I can move it.
I changed the complete "Solenoid-Package", so the Solenoid and the Map-Sensor and so on are changed.
The Restrictor has the correct Size in the hose that goes fron the downside of the Solenoid to the Airbox.

Any new Ideas???

is the solenod plumbed correctly? what tension is on the actuator rod? i.e do you have to pull it out a bit to get it on the wastegate arm.
i would guess the solenoid is not plumbed correctly.

top one goes to turbo outlet nipple
middle one goes to actuator
bottom to atmosphere or air box.

try leaving the bottom hose open the atmosphere. it doesnt need to go to the airbox. but block off the air box.

today i take the hose that goes to the actuator. i used pressure-spray to the hose to proof the actuator. it seems that the actuator is bad, cause the pressure-air goes out at this, and the actuator does not move. sorry for my bad english, i am german.

could this be the failure??

the actuators can corrode and the diaphram can become damaged.
i would say yes, change the actuator. they are not too expensive.
