Default Boost Problems On 1994 WRX With TD05 16G

Was hoping someone on here could help me with my car. I have got a 1994 wrx import pretty good spec, running 440cc injectors, fmic, fpr, parrell fuel mod, td05 16g, reverse inlet, 300zx maf, apexi power fc with boost control kit, ported standard headers and up pipe. I took it to JGM and seems that the boost in coming in very late around 4400rpm. I have spent 3days stright on the car to make sure every gasket and join and pipe etc is spot on but still is coming in very late. Also JGM said it wont boost more than 1.2bar even when the actuator pipe is left off. Just wondered if anyone has any ideas, I have pressure tested the boost pipes all is ok and i have applied a new inlet gasket. Just hope someone might have an idea on what it might be???

Blow on exhaust before the turbo or a worn out/faulty turbo or actuator?

i have noticed that there is a slight blow on the join where the headers meet the up pipe near the drivers side wheel. Could this do it? A friend of mine is going to try another actuator on it to see if it is that, i have test the actuator with an airline and it moves and holds boost? I have also had the turbo off and didn't notice any damage but i did notice that there was a crack in the exhaust housing which i changed .

i have put new headers on in with new gaskets. Is there anything else i can try?

As said at the time it could be the turbo, or actuator penny not seated properly.

There was no evident leaks enough to cause the lag and lack of boost.

Engine appeared fine so my best guess is actuator/wastegate/turbo
