I have exactly the same problem, i started a thread a couple of days ago about it, a really high pitched whistling noise. Been on the car all day and seem to have solved it, i have a front mount intercooler and seems one of the clamps on the joining hoses was a little loose. Just check over all your inlet pipes, mine seemed fine but i tightend them anyway and problem solved. check dump valve and hoses on the intake pipe as well

It's just a leaky pipe or gasket chap. And no it's not normal for your turbo to whistle, mapped or not.
Take your time and check all the relevant pipes for splits etc. Even a small split could cause a whistle when under load. Also check the downpipe where it joins to the turbo. Hold your hand over the join and give the car a blip with your other hand.
My car developed a whistle (more of a scream) a while ago. After investigation I found that two of the nuts on the turbo/downpipe join had worked slightly loose. Tightened them all up and problem solved.
