Default Dump valve malfunction, any ideas?

Apologies if this has been posted elsewhere, cant get the search function to work today for love nor money!

I have a MY99 Jap Sti with standard recirculating dump valve, ive noticed it hasnt been 'whooshing' when I change at lowish rpm (4k ish) for about 2 weeks and last night it stopped completely and during the gearchanges at high rpm (6k+) the car noticeably surges, 1st to 2nd was actually uncomfortable!

Ive got a reasonable understanding of turbochargers and am thinking the valve is either sticking or stuck?

Thoughts please guys

Just been and actuated the valve manually and it didnt appear stuck. think the next port of call will be to take all the pipes off pressure test. Can't think this will end up being a '10-minute Sunday afternoon job!'
