Standard boost should be 0.9 Bar with a standard Z4 ecu and Tdo5. Fuel cut comes in @ 1.08 Bar.
Im pretty sure the mines ecu should be running higher boost and high fuel cut limit etc.
Not sure what boost it should be running at with the mines i would imagine around 1.1 - 1.2 im sure someone can clarify.
MCB can be fitted but would look at finding why its running low boost.......

Have you tried dropping the hose off the bottom of the BCS and seeing what boost you achieve??
Just put a bolt in the end of the pipe you disconnected to stop it sucking any unwanted in.
Pill sizes:
MY93-96 ... 3 port solenoid 2.0mm restrictor fitted into the vent pipe between solenoid lower port and intake
MY97 (Euro) ... 2 port solenoid 1.2mm restrictor fitted between the turbo and the tee piece
MY97 (JDM) ... 2 port solenoid 0.9mm restrictor fitted between the turbo and the tee piece
MY98 (Euro) ... 2 port solenoid 1.2mm restrictor fitted between the turbo and the tee piece
MY98 WRX (JDM) ... 2 port solenoid 0.9mm restrictor fitted between the turbo and the tee piece
MY98 Sti 4 ... 3 port solenoid 1.5mm restrictor fitted between the turbo and the solenoid adjacent to the solenoid top port
MY99 (Euro) ... 2 port solenoid 1.2mm restrictor fitted between the turbo and the tee piece
MY99 (JDM) ... 2 port solenoid 0.9mm restrictor fitted between the turbo and the tee piece
MY00 (Euro) ... 2 port solenoid 1.2mm restrictor fitted between the turbo and the tee piece
MY00 (JDM) ... 2 port solenoid 0.9mm restrictor fitted between the turbo and the tee piece
MY01-05 (Euro) ... 2 port solenoid 1.2mm restrictor fitted between the turbo and the tee piece
MY01-05 STi ... 2 port solenoid 0.9mm restrictor fitted between the turbo and the tee piece
MY06/MY07 both WRX and Sti 2 port solenoid 0.9mm restrictor between turbo and tee piece

bit of advice from someone who has been there with his 95 wrx. you can take it or leave it. a manual boost controller like a "dawes device" or similar will give you more bang for your buck no question. standard boost on these engines is about 0.8 bar.
if you are not going to remap your car then be careful what fuel you use. you need to make sure the air fuel ratio is spot on as well as injector duty cycle. turning up the boost can lead to major catastrophic failure of an engine. if you get this wrong and your engine runs lean you stand a major change of engine failure due to detonation (pinking). an afr gauge or wideband lamba will go some way to preventing this. the 380cc injectors will be at max duty cycle so you may want to purchase an adjustable fuel pressure regulator to give you some headroom in that area.
your car is 16 years old. tired old rods, pistons, big end bearings, oil pump and modine. you are asking an engine to run 35 - 50% more boost as well as placing more strain on other components (gearbox, driveshafts etc). a lot of people do this with no ill effects (i did so myself for over a year with those other bits n pieces above fitted), but there is no substitute for a remap by someone who knows what they are doing. the Mines ECU is a japanese unit that is usually pretty aggressively mapped out of the box (fuelling and ignition advance) for 100RON fuel.
Just be careful is all i am saying. go in with your eyes open. i personally would be either fitting the small items above for safety or else saving for an engine rebuild. Only a matter of time fella.
