Default scooby still sick

hi i put a post up about a w reg classic a few weeks ago still playing up cel is on and code is 23 maf i have changed maf checked wiring tried a different ecu changed oxygen sensor all with no luck car runs but wont go above about 3500 rpm as if it is hitting rev limiter and is running very rich any ideas please can anyting else give give code 23 it came up with 23 on both ecu's and all 3 maf sensors
don't think its over-boosting as only getting 3-5 psi

lamba sensor will bring the rev limeter back to 3500 ish if its screwed i think.

may help if youpost up wat filter u useing.

its got a pippercross filter in the stander air box

Did you replace the maf with a new one or a 2nd hand one? (and did you touch the membrain?)
Any other mods apart from the filter though i would suggest going back to a paper filter and ensuring that all the hose is cleaned out to ensure no contamination.
