horn not working

horn not working
the horn in my wagon hasnt worked since i bought the car.
ive done a little investigative work but cant work out the wiring.
i have 12v to the red wire in the steering boss and the black wire is earthd to the boss.
both horns under the bonnet have no voltage.
both horns do work if i directly apply 12v to them.
i cant find the horn relay (I assume there is one).
i cant trace the wires from the steering boss as i cant get it off to see what colour it is and i'm a bit dubious about cutting the sleeve around the looms that come out of the steering switch assembly.
any ideas? cuz i'm just scratching my head here

I've got a Haynes, I'll see if there are any wiring diags in it
Well, I've looked at the Circuits, and there's tiddly squat really! Just on one diagram there's a horn relay MB5 that connects to the cruise control switches. That's all there is! :-(
