Default Is this bolt...

on the sub frame adjustable?

I'm going to be removing it to fit bushes but it looks as if it sits a specific way. The bolt head isn't central to the washer on both sides.

Also what does this rubber thing do, just a cover?

its to adjust toe, if you adjust it you should get it checked after at an alignment place

^ Yes mark it before you turn/remove it so you can put it back roughly in the same place to minimise alignment outage before you get it redone

Those bolt are a proper **** to get off in some cases

+1 usually need a load of heat before they crack
