sounds to me like the radiator fans aint working . most probable the temp sender in the radiator knackered , bottom of rad on drivers side , try that first , if not that run a live wire to the plug on the fans connection and see if they work .(make sure fingers are out the way lol). the rad fans only come on when bloody hot and wont come on with normal driving unless stopped in traffic for a while

Sounds like your rad is shafted (though that wouldnt cause steam in your car, also look at heater matrix), collapsing on the inside so less cooling taking place, fans work harder but they are not miracle workers, if the rad is the original then its done a good job and a replacement isnt expensive

If the bottom hose isn't getting warm, it points to your thermostat sticking. How did your garage test it?
It could also be an air lock. When was the coolant last changed? It's easy enough to do, but takes a while to avoid airlocking it on refill.
If your matrix is BLOCKED it would run cold, if it's holed, you would lose coolant, usually inside the car = wet carpets, but sometimes leaks from pipes OUTSIDE so coolant on floor under car.
If the rad is old it's likely to be gunged up. You could take it off and back flush it with a hose, but a new decent one can be had off e-bay for £60.
