What does this fuse / relay do?

What does this fuse / relay do?
Bottom left 80a in the picture below (engine bay fuse box), looks like there should be one in there but instead the two terminals are just bent down on top of each other so theyre touching.
With the engine not running when you move the terminals apart the indicators flash once,
Doing the same thing with the engine running and the lights on causes the lights to dim and the revs drop a little.
Car is a 97 v4 type r
Anyone got one going spare?
