still limited?

Hey all
I have a my95 wrx. It's been converted to mph before I got it. Although the speedo is out. Speedo says I'm doing 25 I am actually doing 30. Speed saying 60 actually doing 70 ( on 17inch alloys with a 45 tyres wall)
Anyways, just pulled my carpet up to look st the ecu. I have a Z4 ecu but it looks untouched.
Does this mean it is still limited to 112kph?

To check if the car has been delimited and the trip ometer is reading mph look for a black lug on back of clocks were cable goes in or were the long cable joins the short cable in engine bay there should be an extra bit between,if neither of these are there then the car is still limited to 112.But if the speedo fascia is reading mph then they have just changed this fascia and the trip meter is in kph,hope you can understand all this
