Best part of exhaust system for the cat

Currently my exhaust system has the last cat only, was looking at other exhaust systems and was wondering what was the best part of the exhaust to have the cat.

Car is an 01 Bug WRX.

Biggest gain will be to remove the cat in downpipe.
If you go for MOT with just centre cat, cat will need to be really hot to pass.
Why not decat and refit OE cat at MOT time?
