Light Throttle Misfire?

Default Light Throttle Misfire?

Recently brought a UK 1999 turbo Wagon, It seems even when fully warmed up to have a light throttle misfire showing up as twitchy/surging. It drives perfectly on boost after a short while....When first used even after allowing temp gauge to come up before setting off it almost won't rev past 2,500rpm in 2nd and 3rd/holds back - my concern is its running very lean and checking old CO tests in the history it would appear to have been running on less than 1% is that right?

What should the CO be?

Do they have a portensiometer?

Or any ideas?

Any help would be much appreciated.
