Default Road tar removal.

My mudflaps are covered in this crap....what`s the best way to remove it, preferably without removing them to do it? Cheers. Oh and where`s the best place to get replacement mudflap decals?

Autoglym Tar remover.
WD40, or similar.

Replacement decals, try www.yell.com, signwriters, ask if they do laser cut vinyl. Our local one has all the patterns and can make almost any sign.
