if i want to reach 300bhp+ would i be better off starting off with a 280 bhp sti engine/ecu. I have heard that the sti engines are better designed to cope with that kind of stress???

Yup i would say that the STi is a better starting place but you will still need to upgrade things like brakes as they still suck
A full decat system should put you very close if not to the 300bhp mark, you may need a different ecu though so leave a little extra on the side (ie a link and get the engine remapped at the same time )

i've got drilled and grooved up front (as a start) and scorpion de cat on my wrx, i am going to seriously look into this as i should get a bit back for my current engine 50k. i am going to look out for a decent replacement engine. will i actually need the ecu to go with it??

And the wiring loom as it differs slightly.
The STi engines are closed block (smaller waterways - better support) and can support higher boost far better than UK standard ones.
Try and find an STi3 onwards engine as they have the solid lifters which gives them about 500rpm more before redline over the earlier models.
Don't forget to get the STi intercooler when you pick up a motor.

You say that you have a WRX, what MY is it ?
The later WRX's produce 280bhp, and the earlier ones 240~260bhp depending on MY.
300bhp + is a bit spurious. If you are only looking for circa 300bhp, it's not hard to get, and you wouldn't need to get an STi engine. There are several UK cars around with 340bhp +, already.
If you are looking for much higher figures, I wouldn't bother with an STi engine either, I'd look for a closed deck block, and then fit forged internals.

i've got a my94 wrx, i hope to find out what power it has at the PE r/road day one the 4th, this should give me a start off figure....

Not all sti's are closed deck. ALL later cars approx 97 on are open deck. It is the early ( big turbo type )car which had the closed deck block. Apparently the sti has better rods, and it does have forged pistons. As to whether the open deck thing actually makes any difference, Has anyone out there proved that they are bad? Im sure they are OK. The best tho would be the early legacy turbo block, and I beleive some early RA imprezas which had stiff block also with oils spray for the pistons.
Also although they seem to claim 280bhp standard, I would be very dubious about this figure for a lot ( tho not all ) of cars, as a few owners have found out when my 92 Uk legacy estate ( lightly modified ) smoked em!!!!!!!!!!!!
