Fuel cut help!

Default Fuel cut help!

Since I converted my 95wrx to standard from having a power fc and boost control kit fitted it hits the fuel cut on full boost. The boost control solenoid does not seem to click with ignition switched on so I tested it by connected it to a 12v battery where it seemed to be ok. So I checked continuity before and after the connector and I got 12v before and 9v after. Is this correct? Does it need 12v to function correctly? Also I wondered if the map sensor could be at fault does this have anything to do with controling the solenoid? I've fitted a manual boost controller for now and seems to be working fine but I would really like to get the standard setup working correctly. Any help would be greatly appreiciated!
