Is it safe to remove the PCV?

Yes, if you block the PCV valve and the inlet pipe return ports off, then you can run the crankcase and rocker cover breathers to a vented catchcan

oh cool, i was guna take the whole throttle body off to get to the PCV, but if i can just bung the pipe up that would be more helpful.

I wouldn't say it isn't safe, but with road cars you are better off with it than without it. It's there for several reasons, including the control of the build up of water vapour, which can quickly contaminate the oil in a daily use engine.
