flat from idle

Have just bought 96 V2STI, it has devoloped a flat spot from idle - start and press accelerater and it hesitates before it picks up and revs, any ideas whats causing it, how to remedy?

Does the car hesitate when warm during normal driving .Is it worse when warm or cold.

ok when driving, seems worse from cold
