It's possible with a considerable degree of work and supporting parts but the short answer is no and you probably wouldn't want to anyway. Aside from anything else VF45 is a twin scroll unit so to even think about it you'd need to do the usual sump pan/oil pick up, exhaust manifold, downpipe and mounting bracket changes. Then the 45 has the new style vertical compressor outlet with a bolt-on flange fitting. It's possible you could unbolt and rotate it but having never seen one I couldn't in any way guarantee this.
Finally the VF45 seems to be the standard spec for the JDM Legacy. As such it's likely to be quite small and thus not ideally suited for making more power on a classic.

ok then
got a jap import 97 impreza version 4 type ra all singing all dancing with a vf45 turbo kicks in about 2700 rpm all the way to 7900 rpm no floors no power loss at all
