A good adjustable regulator will allow the fuel pressure to be upped if in future during a re-map the injectors are getting to capacity. So a slight increase in pressure will save you needing new injectors. Get likes of a Aeromotive not one of the cheap ones of ebay that look similar. As they are not up to the job and if they fail when using your car will result in a week mixture, detonation and F'ed engine if not noticed.

NO and a even bigger NO. You get what you pay for, at £16 the quality and reliability will not be that good. Considering a Aeromotive item is over £100. If the FPR fails and you drop the fuel pressure then the engine will run lean, detonate and destroy itself. If you can't go for a Aeromotive or one of the other reputable brands keep with the OE item for the mapping as it is a better part than that E-bay item.
