Default Charcoal cannister

Whilst working on the car today, I noticed that there's a port with nowt connected on the end of it on the charcoal cannister. Is this normal, or should it be plumbed into somewhere?

dont they vent to atmosphere?

That goes inti the bottom of the corrugated pipe behind it in pic. (Air intake pipe)

Guys i have just changed the standard corrugated intake pipe for a silicon upgraded one and the pipe in the pic above is also left not connected on mine,the new intake pipe has no where for it to connect.do i have to block it off or connect it somewhere or can it be left unconnected???..im a little concerned as there is a valve connected to this unconnected pipe which also has a boost pipe running up to the control solonoid???
