What's the full (22611A****) part number?, and are you sure you don't mean E3?
As has been said, if it's a UK car, standard peak boost target is 0.94 bar so either it has been EcuTeK mapped, there is some sort of third party boost control on it, it's overboosting, or, as we often see round here, there's an "issue" with your boost gauge.

Ah, yeah, as above, thought it might have been.
This is the standard ECU fitted to early MY99 Impreza Turbo 2000's.
As above the standard boost target on these is 0.94 bar at midrange engine speeds (and under normal atmospheric pressure).
If it has been EcuTeKed however the target will obviously have been altered.
Also, as a side note, if it has been Teked the part number on the top of the ECU effectively becomes meaningless - as aside from any changes made by the mapper, he may well have started with a base map based on the later AE801/2 code family.
