Default Question About Idle Valve

Happy New Year

I'm still having loads of problems with my scoob

spluttering and rounning bad

I have tried cleaning out the idle valve my question is about the little flap just inside.

I have removed it and the little flap seems to move freeley. I need to know when looking at it should the flap be fully closed or fully open, mine sits half way and I am wondering whether mine could be knackered has any one got one off the car they could check?
