It's a technical query so will answer it here.
It is probably water ingestion and it will probably be fine but it is all a question of degree, and it is impossible for any of us to answer your question with certainty without having your car in front of us.
If you want to be sure whether or not it is/was fluid ingestion, strip the inlet tract of your car apart and see if you can find evidence of it in there. All the rest of us can do is guess.
If it's still coughing and spluttering when the roads dry up, you know you've still got a problem.
