My first move would be to sort the downpipe, exhaust, headers, uprated panel filter and a remap. Should make a nice difference. It depends on your target and budget, good luck!

Do as above, then leave the power alone at around 270-290. Sort the chassis and suspension out then to make it a quick road car.

you will get better air flow and in tandem with a new air filter will allow the mapper to be a bit more adventurous with his map and extracting a lot more power

My take on the matter would be,

Sti injectors
Sti TMIC
Uprated fuel pump Walbro/Dynapex
Green Panel Filter
Decat system
Harvey Smith Ported headers and up-pipe
Silicone intake hose for turbo
Td05 16G or Vf35 turbo
3 port boost solenoid

Friend of mine has the above list on a 16g and its 331bhp 316lbsft on a 05 wrx

Gather all the parts, fit it all map it once and be done

I can agree with 71/200 decide what you want, discuss it with a few mappers and compare their advise. I did a pro's and con's list when I tuned my bugeye and came up with a shopping list that way. Purchase all the parts required then fit them all together followed by a remap. Once this is done relax and enjoy your revamped car.
