You need to have the ecu analysed by someone who can plug into it, normally a mapper will be able to tell you if your car has had the ecu mapped.

Is it running at 18psi consistently, or does it spike up there before dropping back?

If it holds that boost pressure, then, as Tony says, something is not standard, as the boost target for your car should be 0.94 bar - or 13.6psi.

As he says, you can have the ECU looked at by someone who knows what they're doing. Before doing that though, and on the assumption you haven't had this car too long, have you checked around the turbo for the presence of a manual boost controller, or for a piggyback device of some sort spliced into the wiring around the ECU?

Yep, passenger footwell. Handful of plastic clips to release the carpet then four 10mm bolts (well, 3 bolts 1 nut) to get the cover off. Make a note of the colour of the sticker, and all the scrawl on it.

Oh - and while you're there look for anything connected into the wiring loom that doesn't look "original".

Tony in this case is Mr Burns from post #2.

That's the standard MY00 UK ECU. Was wondering whether you might find a PPP one in there but now we know.

then there is a metal box below this with new wires but from what i see these run up to my gauges fo boost batt voltage and lean/rich fuel air mixture gauge
Okay.

and then there is another black box to the right of the ecu cant see where wires go some do go into this new looking box though.
That sounds interesting. Can you see any maker's name or other information on this box, and can you see which of the wires in the ECU loom it is tapped into?
