Default WRX using oil ? Advise needed

I have just brought a 2003 prodrive wrx with 50k on the clock. It is using oil and i get white smoke when in slow traffic. Is there a test i can do to see if it is the engine or the turbo using the oil.
It seems to have full power and on a run it does not smoke.
Its a great car but the use of oil does worry me.
Please help !

piston rings or turbo oil seals, compression test i'd suggest

Default Compression test or Turbo oil seals ?

How much would it be for a garage to charge my turbo oil seals on 2003 WRX, roughly. Who would check my cylinder compression in the Notts area. Thanks
