Default Lazy rev counter, hesitation-misfire

Hi my 94 wrx has always had this problem of sorts, but its becoming more regular now, its more noticeable in higher gears as you accelerate the rev counter struggles to go past 2k and the car is hesitant to rev through the mid range, then as it goes past 5k or so it suddenly catches up and the power is restored, i'm thinking crank sensor but i know these have 2.
Anyone else had similar issues or can shed some light on it for me??

thanks
Lee
