Default starting to loose it now

As you know i have had a few problems with turbo spool.

I have now changed the headers, up pipe, intercooler, piping to intercooler.

And for some reason not getting low end boost, gets high in rev range and then kicks in.

I have taken pipe off actuator, and tried running it, and boosting it, but still the same.

Is there anything else it can be?

I was thinking something of the lines of actuator. But this has happened on two turbos now. Very strange. As all we have done is change the turbo.

Leaking dump valve??

Or you could try connecting the actuator hose directly to the turbo outlet nipple. This would give a 0.5 bar of boost and rule out any vacuum pipes leaking and not closing the wastegate.
