Actuator question.

Default Actuator question.

Ive been having boost issues so today I took the pipe which goes to the actuator and blew down it and could do so quite easily should I be able to do this or should it be a complete seal. After this I put a compressor on the pipe and the actuator moved out about 2mm at the most with alot of air leaking from it.
Is it time for a new actuator?
