yes it should, thats why its called an expansion tank cos the water expands into it when its hot. the level will change. otherwise i think you need to explain better what you mean.
is the car overheating or something?

Hi, the cars not overheating according to the gauge, comes upto temp ok, fans kick in as they should, heater blows hot as expected. I was wondering whether or not coolant should flow along the small pipe into the "plastic expansion tank",

Yes. As said, when coolant get's hot it expands in volume - so the extra is jettisoned to the expansion bottle.

Then when it cools down again, the partial vacuum draws it back into the header tank via its expansion overflow outlet/inlet port.

expansion tank, or over flow tank?

The pressurised system has a cap over the expansion tank which lets by at a given pressure, there is a take off which is held shut when the pressure is below the given level, but when the cap pressure is exceeded it over flows through the filler neck take off and eventually to the over flow tank next to the rad.

i thought the tank with the cap on is the header tank? not the expansion tank. This is just a means to top up the water as the rad does not have a cap on it. Water does not expand into this space and it should always be full (just below in reality) The expansion tank is the one by the battery.
