Cam belt tensioner needs replacing

Hi! Currently having the cambelt changed on my car as part of the 45K service. Have been informed by the garage that the tensioner is leaking(?). Sounds like it contains some sort of fluid which is seeping out, apparently needs to be changed urgently. Have told the garage to go ahead and replace it, I think it costs about £190.
Does this sound right, or did I not understand what he was going on about (quite likely)!!!
Also having the anti roll bar bushes replaced as there was a knocking from the rear and these mounts are knackered. I think they are about 60 odd quid each.
This is a 97 UK Turbo - are these fault(+prices) common?

I had the same thing when my cambelt was changed on my MY96 @ 90000mls. The price of the new tensioner was quoted as £98 and they didn't charge for fitting since they were already doing the cambelt (you have to take the tensioner off to change the belt). From memory, the whole bill (2 years ago) was £360ish.

I wonder why they're going to charge me nearly 200 quid then? They said there wouldn't be any labour charge as it is removed anyway.
This is a genuine part from a Subaru dealer - is anyone aware of the prices of these parts going up recently?

Guys,
There are two different tensioners. The earlier cars ran a simpler design which does indeed cost about 98quid from uk subaru dealers. The later design unit is generally closer to 200quid.
The subaru service manual also states that "Slight traces of oil at the rod's oil seal does not indicate a problem" in reference to the earlier type, at least. The manual details a test to check the tensioner is operating correctly. Has the dealer done this?
