Default 94 WRX stops at 90mph

A mate has just bought a 1994 WRX wagon and it seems to hit a brick wall at 90mph?
He thought it was the limiter but I'm thinking its the ECU going into limp mode to protect the engine as the limiter should be at 112mph? Does this sound about right?
I'm going to do a diagnostic check and see if any faults come up then reset the ECU to see if that cures it.

Any thoughts people?

sure its not fuel cut?

is it definately and only at 90mph?

He says its not like hitting a brick wall like fuel cut. More like hitting the rev limiter.
Also, the clocks that are in it only go up to 110mph? I have been in contact with him today and it seems the car went past the 110 on the clocks last night but then returned to normal, limiting out at around 90 again?

dodgy speedo sensor in clocks will cut rpm 4500rpm IIRC

I had a similar issue in my old classic. Speed converter was shot and eventually, the clock stopped reading speed permanently limiting me to 4.5k rpm unless i joined the ECU cables together under the steering column, but it's not recommended to drive with them permanently connected. Only for reset purposes and testing really.
