Hesitating Under Load??

Hesitating Under Load??
Just been out in the car and it feels like the car is holding back when I floor the noisy pedal. The turbo kicks in fine until just over 4000rpm then i can physically feel it holding back but when it hits 5000rpm its like having a V-Tech with the power kicking back in again. Anyone have any idea's why?????
