All I can say is my uk car didnt. i sold/swapped my ecu(ecutek for standard). I had a my2000 and the other guy had a my99. We drove our cars to a meet swapped ecu's and both drove home again with no recoding needed. Both were uk cars. I know the later new age cars have a coded key

think the early cars had a seperate immobiliser ecu to the engine ecu which means you don't need to code the keys, later cars had them combined so you need to reprogram them

I OWN A 99 UK TURBO AND IT HAS THE CHIP IN THE BOTTOM SIDE OF THE KEY .. THEY ALL HAVE 2 IMMOBILISERS AS STANDARD 1 ON THE STANDARD SIGMA M30 ALARM AND 1 IN THE ECU. IF YOU SWAP ECUS FROM UK TURBO,S WITHOUT SWAPPING CHIPS IN KEY IT SHOULD NOT START UNLESS SOMEONE HAS HAD IT REMAPPED AND HAD IMMOBILISER DISCONNECTED ???? IF IT DOES NOT START YOU NEED THE CHIP FROM THE OTHER PERSONS KEY OR A COSTLY TRIP TO SUBARU )-:

Why you shouting?
Just speaking from experience here but
When I upgraded my standard MY99 UK Wagon to the Prodrive Performance Pack (PPP) I literally unplugged the ECU and plugged the new ECU in it's place.
You might ask why I did the PPP but that is because I was fortunate to obtain the full PPP kit but not through Subaru UK. Downside was that I had to do the work of installing it which with the ECU meant swapping the LHD box for a RHD one
My car also had the standard Sigma alarm/imobiliser.
I sold my MY99 standard ECU to a SN member with an MY00 car - again a straight swap in/out which took 15 mins in my garage.
I then sold the PPP ECU when I got an Ecutek'd MY99 one. Again, no problem with either myself or the person who bought my ECU.
Just my experience.

99/00 has no key immobiliser in the ecu..
Forrester and possibly legacy (memory not working fully) has an extra signal.. you get an Antenna error code if you use an Impreza ecu in a Forester and it won't run.. cuts out after a couple of seconds.. but Impreza to Impreza ecu swap assuming both ecu's uk or both jdm then there is no issue. . just plug in and go..
You can swap JDM to UK or visa versa but you need to swap cam and crank signal wires.. and becareful if sti due to engine and turbo differences but one would assume you are after an ecu with an ecutek licence in to get it mapped anyway.

Why you shouting? I dont own a my 99 or 00 but i used and as ive already said ive done the swap in person on a petrol station forecourt. So either my and the other guys car were one offs and or your wrong. Both had the sigma alarm and both cars worked just fine after the swap. There may well be a chip in the key but its not linked to the engine ecu.

the idle valve on it that was dead would effect the idle settings I setup..
have you tried starting it with throttle open?
is it taxed and insured yet? I can come over and get it running again and we can then actuallty map it..
tbh the first time I came out to map it I didn't expect to find a car that wouldn't start and had had many hands all over it changing parts left right and centre
The broken off HT lead in the coilpack and damaged idles valve faulted play that day
