With the TD05, 440 injectors, decat, and some mapping sholuld be good for 330 bhp ish. You wouldn't need to do a great deal for that. But for 350... You are not far off with that list.
What management system does it use?

cheers guys here are a few pics. So what upgrade of turbo could be most cost efficient for myself? newer twin scroll? would light weight pulleys help?

TD05 16G should get close to 350, change only if it is imperative that you must see 350, and like has been said, an 18G would do just fine for this application
You don't need Sti heads for 350
You wont need aftermarket headers either but a set of ported std ones from Harvey Smith will see you well
Parrallel the fuel rails for safety not power, you can still do this and use the std FPR
Have you got the Std WRX ECU, what year is it, If it's ph2 then it should be MY99/00 and is remappable with the Ecutek software, just see a reputable mapper - Bob Rawle, JGM etc
Intercooler - has been mentioned, important is this, needs to be big in this application i would have though and where has it been put at the moment

Not sure what ECU that is. In bold blue should be a letter number (eg Z5 / Z4 / U8, there are more also), it'll be the biggest digits on the lid of the ECU. In this like it says SB for example.
SUBARU IMPREZA WRX TYPE RA ECU SB 93-96 5TH INJECTOR on eBay, also, Subaru, Car Parts, Cars, Parts Vehicles (end time 22-Jan-09 19:13:23 GMT)
Anyway. What I am getting at is this. All 4 plug ECU's can be mapped by adding a chip to the circuit board, this new chip is then mapped. So no need to buy a whole new ECU. There are various chips available, one of the popular ones the ESL live mappable chip. See here ESL Live Spec
With the phase 1 engine you should have grey 380 injectors. These are good for maybe 310bhp at most, don't think any more than that, and they'd be running at the very end of their capablilties.
As said the TD05-16g should see you pushing toward 350 bhp, again it would be screaming. 1.4bar ish max on these I think. A different turbo and build could see you running for example 1.3bar for the same bhp.
No way is the right way, you just need to choose what suits you best or your budget. Give a few tuners a call and see what they can offer you.
