The VF22 is reckoned to come on boost about 900rpm higher than a TD04 (circa 3,400rpm v 2,500rpm for a TD04 on a 2.0 dependant on other changes) in tests I have seen, it may be roller bearing, but its also a lot bigger, being the 'biggest' (highest power capability) FHI fitted and having the large P20 turbine housing.
Also as an older design they are not as robust as newer ones and overspeeding (circa 20psi on a 2.0 litre is about the limit) them leads to rapid failures.

the vf22 is the most "unreliable" of the vf series turbos. i had one for a while though and had no issues and know a few friends with them who have never had any issues.
though if you can you would be better going for the vf23 which is basially the same turbo without the reliablility issues
