Is it true earlier Impreza turbos on standard ecu, mafs only suitable for around 350bhp?

If so suppose only way around it is different management?

Yes it is true , you can fit a larger MAF and have it mapped with an ESL board or Apexi Power FC .
But by the time you have bought a brand new Z32 Nissan or an STi4 MAF fitted it and fitted and mapped either of the 2 solutions above , it may prove more cost effective to fit and map a SimTek MAP based ecu...

the 93~96 and the UK WRX* 97 and 98 yes

looking at you profile I see you have a 98 with a powerFc already, so you cheapest way forward would be an Sti maf housing and JDM inlet to maf pipe.
