A bit slow of the Mark

I need some help whilst I am happy with the overall performance of my 1995 classic 2.0 turbo, I find it to be a bit slow of the mark once i'm moving its quite fast, what can I do to improve it.
So far i have added a HKS induction kit, decatted exhaust i think its about 3.5" from the turbo back (not the same exhaust that is in my picture profile). and a scooby pro ecu chip that i got on fleebay.
Any Advice?

When you say slow off the mark, do you mean from a standing start? If so, what is your technique, revs etc? Has the performance fallen off since you fitted the chip?

yes i mean from standing start, maybe i'm expecting too much from my car, the chip has made a difference but you have made me think that I should remove the chip and see if it improves the performance, overall i would say it has made the car faster. the chip it self just pushes into the circuit board on the ECU.
When I pull away form standing start the rev's build seem to build slowly then I hit 3500 rpm and the turbo kicks in and it goes, but i am losing those vital few seconds of acceleration.
